What you need
A piece of wood measuring 3 inches in height and 2 inches in depth, planed or sanded for a smooth and paintable surface; a saw; a pencil and ruler; a paintbrush; eggshell paint; sandpaper; a drill; Rawlplugs; screws.
Step 1
Take your piece of wood and mark the positions of the hooks on it, using a ruler and pencil. Cut the wood to your preferred length and sand the ends so they're smooth.
Step 2
Paint the wood with a coat of water-based eggshell paint, allow to dry and then repeat.
Step 3
Mark the positions for the knobs, drill holes and then screw them in. Drill a hole at each end of the wood and then through to the wall itself to slightly deeper than the length of your Rawlplugs so that the Rawlplugs will fit flush to the wall. Use screws that are almost double the depth of the wood, and remember the heads will be visible, so go for ones with a polished or mirrored finish, or just paint over them.
